Abstract:
The article deals with the issue of European strategic autonomy in the context of the European Union’s security and defence policy. It examines the historical development of this concept, starting with the Saint-Malo Declaration of 1998, to its gradual incorporation into EU strategic documents. Particular attention is paid to the impact of several significant events, such as the conflict in the Balkans, the civil wars in Libya and Syria, the Russian illegal annexation of Crimea, Brexit, the migration crisis, the American “pivot“ to the Asia-Pacific region, changes in transatlantic relations after Donald Trump took office as US President, and Russia’s aggressive war against Ukraine on the formation of the concept of European strategic autonomy. The author, within the framework of interdisciplinary scientific research, analyses how the Union has responded to these and other security threats and challenges, in particular through the strengthening of the Common Security and Defence Policy and the adoption of several strategic documents and initiatives such as the Strategic Compass for Security and Defence, Permanent Structured Cooperation, the European Defence Fund or the European Peace Facility. The author also points out the persistent differences of opinion between the Member States in the further development of European strategic autonomy. In conclusion, he states that despite the progress made so far in building defence capabilities and capacities, the EU remains dependent on the USA and its ability to act independently as a sovereign actor in the security and defence area is still limited.
