Metodologicky sa text opiera o kvalitatívnu analýzu kľúčových strategických a koncepčných dokumentov EÚ, komparáciu normatívnych východísk a politickej praxe vo vzťahu ku kandidátskym krajinám. Výskumné zistenia poukazujú na pretrvávajúci nesúlad medzi bezpečnostnou praxou EÚ a absenciou systematického strategického rámca, ktorý by hybridné hrozby explicitne integroval do procesu rozširovania. Článok zdôrazňuje potrebu strategického prepojenia bezpečnosti a akcesnej politiky prostredníctvom princípu posilnenej vzájomnej odolnosti ako predpokladu zachovania bezpečnostnej integrity Únie.

Abstract:
This article examines hybrid threats as a growing challenge to the security integrity of the European Union in the context of its further potential enlargement. It is based on the assumption that hybrid activities do not threaten individual Member States or specific public policy sectors alone but deliberately target the core values and interests of the Union, the principle of mutual trust and cohesion, as well as the functional stability of its decision-making processes. The aim of the article is to analyse the extent to which the European Union takes the accession dimension into account in its strategic documents and practical instruments aimed at countering hybrid threats. Methodologically, the article draws on a qualitative analysis of key EU strategic and conceptual documents and a comparison of normative frameworks and policy practice vis-à-vis candidate countries. The findings point to a persistent mismatch between the EU’s security practice and the absence of a systematic strategic framework that would explicitly integrate hybrid threats into the enlargement process. The article concludes by emphasising the need for a strategic linkage between security policy and enlargement through the principle of enhanced mutual resilience as a prerequisite for safeguarding the Union’s security integrity.
